Hoosierhillsinc - Landscape Designer

My property manager is convinced residents are getting drunk and throwing up in the pine straw beds around the community.  Having not thrown up in pine straw or seen any of my neighbors ralphing around the neighborhood, I'm not convinced that she's right.  After a little Googling and talking to one of the grounds workers, I found out it's slime mold.   

Pretty nasty looking stuff (look at it ooze!), and it's popping up everywhere.  It feeds off of bacteria on mulch.  So why is it all over the pine straw?  The landscaper didn't remove the mulch before putting down the pine straw.
